|The Inland Revenue Department stands committed in its impartial treatment of its customers. We aim to provide an efficient, professional and courteous tax service, using modern tax administration techniques, while administering the relevant tax laws on behalf of the Government and people of Saint Lucia.
The mission and vision statements accurately describe our role, as well as the public’s expectation as to how we should perform that role. The taxpayer's role is to understand and meet their tax obligations and our role is to help the majority of taxpayers who willingly comply, while seeing that those who are unwilling are not allowed to burden their fellow taxpayers.
We expect that successful execution of our new mission and vision will produce enhanced service, compliance and enforcement results and related increases in tax revenues for the Treasury.
|Effective tax administration rests on the fundamental notion that taxes are collected fairly and indiscriminately for the overall economic and social benefit of the citizens of the country. The citizens of St. Lucia have the right to expect a high degree of integrity in the administration of taxes, and expect a tax system that is fair and responsive to their needs and that encourages all to pay their due share. The public must trust that the administration will be fair and firm and handled with the utmost professionalism and integrity. The following values and principles underpin the actions of all staff.

Equity: Treating everyone fairly and impartially and ensuring every person pays his or her fair share.

These principles provide the link between our strategic goals and the actions we take to achieve these goals. We expect all IRD managers and employees to manage and operate using these guiding principles.
We are making this shift in emphasis from an internal focus to a taxpayer focus and we can already point to practical examples where this principle has had important effects.
Purpose of the Reform
In 2015, the IRD began the process of structural reform in order to improve the Department’s performance in the administration of the taw laws and the collection of tax. The reform would aim to achieve the following goals:
- Deliver high quality and timely service to reduce taxpayer burden and encourage voluntary compliance
- Improve the effectiveness and efficiency of enforcement activities to deter and sanction non-compliance by effectively enforcing the tax laws
- Improve the legal framework to support IRD’s core operations
- Tax administration modernization through human resources, organization, procedures and technology
- Upgrade the IT systems to support current and future business operations
